Not a whole lot of information about this and some of what's out there is conflicting, but it looks as if this was the first project of one Aret Madilian, who currently fronts Delayaman, a project I'm completely unfamiliar with but which I gather is a goth/darkwave/world music mix.
It also looks like this was produced (or engineered) by Spot, the SST Records house producer. Dunno how the Black Flag fans would've reacted if they'd known Spot was working on stuff like this on the side.
