The Midgetmen have been around the Austin scene for a long time and have a habit of taking the piss at every opportunity. Being a Weird Al tribute is not a regular gig for them. I imagine the meta-ness of doing it appealed to them, especially since Weird Al himself performed at F4 a couple of years ago (and was fantastic, by the way).
