"the late-'70s era when bands like the Ramones, Talking Heads, Television, and Blondie made their home there (provided Miller plans to ascertain the rights to use their music and have actors portray them)"
Worst case scenario: "Wired," the John Belushi biopic that didn't have the rights to the SNL comedy skits so they wrote their own thuddingly unfunny ones; the Runaways doc that, due to rights issues, couldn't use any Runaways music.
So who'd play the CBs regulars? I'm guessing: Jim Carrey as David Byrne, Jeff Goldblum as Joey; Ben Stiller as Lou Reed...

Speaking of Hell, he's coming to Austin to present a film series (noir classics Touch of Evil and Kiss Me Deadly, plus King Kong) this month, in conjunction with Martin Scorcese's film restoration society.

I'm curious. What in the hell (sorry) does Richard Hell have to do with Martin Scorcese or film noir?

He's a film critic. What direct connection he might have to the Scorsese foundation I don't know, but if it's NYC-based, that might explain it.

Apparently, CBGB was an early version of Hogwart's Academy as word is out that Rupert Grint, aka Ron Weasley, will be playing Cheetah Chrome in the movie where Severus Snape runs the place.
Also, Malin Ackerman as Debbie Harry. She has no Harry Potter connection that I know of.

Then I guess Michael Gambon should've been cast to play Hilly Kristal!
Come to think of it, Snape did have the Ramones haircut!

I shared Reno's comment — calling CBGB the Hogwarts of punk — with my wife. She said, "It was."

I think Howard Stern might be too old to play is destiny role as Joey Ramone. Gene Simmons' son might work. Sacha Cohen might too. Although Sacha as John Cale with the chicken killing and hockey mask would be freakin awesome...was that show at CBGB anyways?
Sandra Bernhard as David Johansen?
Depp as Thunders is a given. Someone needs to start an online petition ASAP!
How about Will Arnett as Danny Fields? or maybe as Richard Hell?

The cast keeps expanding, but the only name I actually recognize from the new announcements is Johnny Galecki playing Terry Ork.
Oh, and Taylor Hawkins as Iggy Pop, but I don't know what he looks like. He's just one of the Foo Fighters that isn't Dave Grohl.

And on IMDB, I see that Stana Katic is playing Genya Ravan. I've heard of her. She's on Castle with Captain Hammer.
IMDB also discouragingly shows that the filmmakers do not have a particularly impressive track record, though Alan Rickman definitely seems to like them - this will be the third movie he's done with them.

"who plays Legs (assuming that he doesn't do it)"
Johnny Depp has had a good run playing a self-aggrandizing writer/journalist with questionable talent. He might be up for this.

That could be a fun movie to watch if the producers cast individuals who really had been part of the CB's scene in other roles, à la 24 Hour Party People.
Come to think of it, I had more than one experience back in my bachelor days where I recognized various musicians playing roles in movies, and said something out loud at the moment ... only to have my date wonder what the heck I was talking about. "What about Elvis Costello?" "Iggy who?"
Or my favorite, which I heard from dates in more than one theater: "Whad'ya mean, we're leaving?"

Hmmm. I see that Lisa Kristal, the Kristal kid who's cooperating with the movie, is being rewarded by being portrayed by Ashley Greene, who is what one could conservatively describe as "undeniably quite attractive." (The unconservative description would be "HOLY SHIT, especially when covered in body paint selling Sobe Water.")
Not sure what Ms. Kristal looked like in real life in the 70s, but I suspect that Ashley Greene is likely a step up, for the simple fact that Ashley Greene would be a step up for 99% of the human population. Hell, I'd actually consider watching a Twilight movie due to her presence in the miserable things.
Looks like Tom Verlaine is uncast as of yet. Be quick with those resumes, any cadaverous young actors with voices like forlorn alley cats! Your golden opportunity awaits!

Speaking of spotting musicians in movies/TV shows: I watch Game of Thrones and thought one day, "That mute executioner looks a lot like Wilko Johnson if he was old and bald. Funny." Turns out that it is, in fact, Wilko Johnson.

Rupert Grint, the redhead from the Harry Potter movies (AKA the one who never learned to act), has been cast as Cheetah Chrome. They just lost me.

The problem with Rupert Grint playing Cheetah Chrome is, well, it means Cheetah has a massive role in the film, which does not bode well for the script. Don't get me wrong, I liked the Dead Boys, but in terms of the big historical picture, so to speak, a role the size of Cheetah's relative importance would merely demand that the actor grimace on stage while "playing" guitar, something Rupert could handle.

At this point, I'd be happier if Richard Linklater remade The Bad News Bears in Breaking Training instead.

I don't think that's necessarily true. I don't think Grint has the juice to take a starring role in anything - I suspect he'll have some dialogue, but little to really do. Plus, as you say, there's the fact that the Dead Boys weren't exactly major players in the CBGBs scene.
And I don't know that Grint could handle grimacing on stage while playing guitar. I know Cheetah's facial expressions bordered on the comical anyway, but I don't think Grint has any idea how to be funny without being a clown.

The centerpiece, indeed, half the running length of the film, will be The Tuff Darts performing an epic version of their Dr. Demento standard "(Your Love Is Like) Nuclear Waste."
I predict!
